My report is still a draft, what does that mean?

On Expensya, a report goes through different stages from its creation to its finalization.

When it's freshly created a report's state is Draft, meaning you can add expenses, modify and delete them and of course submit it to your manager.

Here's how it looks like:

A draft report is only visible to its owner until it is submitted to the manager. Then both manager and admin gain visibility on the report.
